It is widely accepted that the future prosperity of Canada rests on having a well-educated workforce. Yet, the cost to students of post-secondary education has risen rapidly over the last few years as government funding has dropped dramatically. Since the early 1980s, public funding of post-secondary education in Canada has gone down by 30 percent. Over 80 per cent of Ontarians believe tuition fees are too high, even with the current freeze. More than 90 per cent of students voted to reduce tuition fees. Yet Ontario Premier Dalton McGuinty has announced that tuition fees will be increasing by up to 36 per cent over the next four years. Ontario’s post-secondary system, which has 18 universities and 24 community colleges, receives the lowest per-student funding in the country. For the most part, reductions in university funding by both the federal and provincial governments explain higher university tuition. The federal cash transfer payments for education and training have been cut by $7 billion since 1993. In the 2000-2001 federal budget, only a $600 million increase was allocated for both health and education, with no real requirement that any of the money be spent on education. But the Minister of Finance was able to find $55 billion in tax cuts for corporations, the banks and wealthy Canadians. The money is available, but the wrong choices are being made. Students are now paying higher fees for a lower quality education – less access to libraries, less lab equipment, reductions in tenured teaching staff and support staff. Tuition fees are a regressive form of taxation. In 1997, Canadians spent 19 percent more on their household budget than in 1996 on education, but their total household spending did not increase. This does not mean that families are paying more for education, but it does mean that hey are sacrificing other expenses in order to meet the cost of an education. The government is attempting to deflect anger over tuition increases by pointing to changes in student aid. But the fact is the tuition fee increase over the next four years will effectively wipe out more than the student financial assistance investment to be phased in over the same period. In fact, for every dollar invested in student aid more than a dollar will be clawed back through tuition fee increases. In effect, students are borrowing to finance their own student aid program. A post-secondary education is now out of reach for poorer Canadians. Those who can get to college and university often end up with debts on graduation, which can range anywhere from $30,000 for a four-year undergraduate program to $60,000 for those doing graduate studies. Professional faculties can lead to much higher debts: annual tuition at the University of Toronto’s medical school, for example, was more than $16,000 by 2003, and half of Canada’s 16 medical schools were charging more than $10,000 a year. It can all add up to a six-figure bill after graduation – one observer suggested it’s one reason why doctors are opting for specialties rather than family medicine because the pay for the former is much higher. It’s been estimated that by 2020, a four-year university education will cost about $90,000. In addition to average annual increases, students are faced with deregulated fees. Deregulation of fees happens when a provincial government abandons all guidelines and legislation and lets individual institutions have complete control of tuition fee levels. The rocking chair had depreciated over the years just like Minnie Foster, but Minnie Fosters change was due to Johns abuse which denied her individuality and imprisoned her in a stereotype that was mentally debilitating. This ultimately led Minnie to kill John and escape the abuse. Other significant symbols in the story are the bird and the birdcage. Mrs. Hale describes Minnie, before her marriage, as kind of like a bird herself-real sweet and pretty, but kind of timid and fluttery(glaspell 165). The bird is caged just as Minnie is trapped in the abusive relationship with John. John figuratively strangles the life out of Minnie like he literally strangles the bird. When he kills the bird, he kills the last bit of Minnie and her spirit. Mrs. Hale and Mrs. Peters find Minnies bird cage in the cupboard, but they dont realize the importance of it until they find the dead bird with its neck twisted to one side. The birdcage symbolizes Minnies life. The bird and the birdcage is a private symbol which is also representative of the role women are forced into in society, the bird being women and the cage being men. Minnie then strangles the life out of John like he strangled the life out of her bird. Another major symbol, which the educated lawmen considered a trifle, is the quilt which Mrs. Hale and Mrs. Peters stumble across. Minnie had taken the scraps and put them into a nice neat quilt, but one square was haphazardly sewn. This befuddles the women for It looks like she didnt know what she was about(glaspell 163). This represented her life, for her life was neat on the outside, but inside was truly made of scraps. When John killed the bird, he destroyed the last bit of personality that Minnie held for herself. She was angry, confused, and literally didnt know what she was about(glaspell 163). The question that is asked is whether Minnie was going to quilt or just knot it(glaspell 163). This is the decision Minnie had to make. She either had to quilt it, meaning she had to endure the abuse, or she would knot it and decide that her life as it exists was not it and she would do something to change it. The referral to the quilt as a trifle is very symbolic in the story. Mr. Hale says Women are used to worrying over trifles(glaspell 159). This is very symbolic and ironic. A trifle is something that is small and of no consequence. This is a reflection of how the men in the story, and society in general viewed and treated the women. This is very ironic because while the men are looking for clues, the women discover the key to the mystery among what the men consider as only silly womens work, or trifles. The women rebel against their husbands, as they conspire to conceal the incriminating evidence that points to Minnie. Glaspell effectively uses symbolism in the story to help convey the feminist theme. Through the use of symbols, she illustrates just how the self-destructive introspection of John had slowly overwhelmed the youthful vivacity of his wife. The symbolisms paint not only a picture of Minnies life, but also the lives of all women who live oppressed under male domination. The story is a warning to men that a system where men dominate and oppress women cannot and will not be tolerated.
